On July 6^th 2021, Zhuhai Civil Affairs Bureau designated the Centre for Evaluation Studies (jointly established by Beijing Normal University and BNU-HKBU United International College (UIC)) to carry out evaluation of Zhuhai Social Organization Rankings in 2021.

Zhuhai Civil Affairs Bureau designated the Centre for Evaluation Studies to carry out evaluation of Zhuhai Social Organization Rankings in 2021（珠海市民政局关于开展2021年市级社会组织等级评估工作的通知）, with an aim to innovate the management system, improve credibility, and promote healthy development of social organizations.

Centre for Evaluation Studies (CES) is jointly established by Beijing Normal University (BNU) and BNU-HKBU United International College (UIC). Prof. Wenbin Liu, Dean of Division of Business and Management at UIC, Professor at Beijing Normal University, serves as Director of the Centre.  Prof. Tang Tao, President of UIC, serves as Director of the Academic Committee at CES. The Centre follows China’s national strategy of innovation and development, and stands at the international forefront of knowledge and technology. The Centre aims to forge a collaborative platform for cutting-edge evaluation research by combining research efforts and insights by universities and by societies at large, both in China and abroad. The Centre specializes in exploring and solving the most challenging problems in the current evaluation research field, such as complex object evaluation, AI-aided evaluation, big data evaluation, influential network evaluation, etc. The Centre engages in a comprehensive range of activities such as consultation & evaluation, scientific research, and talent cultivation. The Centre aims to develop into a research and service institution in the field of evaluation research with significant global impact.

CES will use scientific evaluation indexes and establish an open and fair evaluation system, in order to smoothly carry out evaluation of Zhuhai Social Organization Rankings.

II. Eligibility

The evaluation subject should hold a registration certificate of social organizations/private non-enterprise units/foundations for at least two years. Those who have participated in the evaluation three years ago, or have not participated in the evaluation before, are eligible to sign up for the evaluation this year at their own will.

III. Rankings

There are five rankings (from high rank to low rank): 5A (AAAAA), 4A (AAAA), 3A (AAA), 2A (AA), 1A (A). The ranks are dependent on scores and managed dynamically. Organizations with rankings higher than 3A (3A included) will be published. They will also receive registration certificate and a plaque from Zhuhai Civil Affairs Bureau.

Five Rankings (from high rank to low rank) 

(1) AAAAA (5A), Scores >= 950;

(2) AAAA (4A), 900<=Scores<=949;

(3) AAA (3A), 800<=Scores<=899;

(4) AA (2A), 700<=Scores<=799;

(5) A (1A), Scores<=699.

The ranking of social organization is valid for 5 years. Social organizations that are eligible for evaluation but have not participated, or those who did not re-participate after expiration of the validity period of their ranking status, shall be regarded as organizations with no ranking. Charitable organizations with pre tax deduction qualification should obtain a ranking higher than 3A (3A included) within the validity period of their pre tax deduction qualification. Those with no ranking or with a ranking lower than 3A will be disqualified from pre tax deduction of public welfare donations.
